This final report documents the Citylinks Post-Tsunami Recovery Program implemented after the 2004 Indian Ocean tsunami. Facilitated by the International City/County Management Association (ICMA) with support from the Urban Management Centre, the programme focused on strengthening urban resilience in affected coastal cities through municipal partnerships, technical assistance, and community engagement. The report highlights strategies for reconstruction, governance reforms, and knowledge exchange between U.S. and Indian cities, offering valuable lessons in disaster recovery, resilient infrastructure, and sustainable urban management.
